"Isaiah 44:28 That saith of Cyrus, He is my shepherd, and shall perform all my pleasure: even saying to Jerusalem, Thou shalt be built; and to the temple, Thy foundation shall be laid. (KJV).
Cyrus : כורש. Baumgartner's Lexicon, "Cyrus: elamitischer Thronname elamitic name of reigning prince ". Other examples of throne names are, "Pharaoh", "Caesar", "Shah". The Lexicon also says, "Kuraš = Hirt shepherd " (Lexicon In Veteris Testamenti Libros : Leiden, E.J. Brill. Ludwig Koehler and Walter Baumgartner, 1985). This prophecy is not saying that one king with a personal name will decree that both the city and the temple be built. Cyrus is a title or family name. Isaiah 45:4 says, "I have surnamed thee" (KJV). (BDB: betitle, title, give an epithet or cognomen, Bamgartner: ehrenden Namen geben = honorific name: NET Bible: give you a title of respect). However, in the co-joining of the two projects under one title, we have a remez רמז in the text of Messiah. This is a hint that Messiah will build both city and temple in the future. In Isaiah 45:1 we have the the title, "Messiah", משיח = Mashiakh applied to Cyrus (shepherd). In the age to come, Yeshua will build the new Jerusalem and the great temple described in Ezekiel 40-48 (cf. Zech. 6:13). The first fulfillments of this text are broken up into three persons titled Cyrus, (1) Cambyses, (2) Artaxerxes I, and (3) Artaxerxes II, but the prophecy is united in Yeshua, who is the Shepherd and Messiah of Israel.
