The Renewed Covenant by Daniel Gregg
"For when there is glory in the ministry of condemnation, how much more exceeds the ministry of justice in glory! For indeed, it does not seem to be glorified—that which has been glorified, with respect to the exceeding glory of the ministry of justice. For when what is fading away is glorious, how much more is what remains glorious. Therefore, having such hope, we use much boldness, and not as Moses who put a veil over his face, so that the sons of Israel would not gaze at the end of what is disappearing. But were hardened their thoughts. For until the present, the same veil upon the reading of the Ancient Covenant remains not being unveiled, since only in Messiah is it taken away. But until today, when Moses is read, a veil lies on the their heart, but whenever one may turn to YHWH, the veil is taken away" (1Cor. 3:9-16: torahtimes.org, DLT).

"Ancient Covenant : παλαιας διαθηκης = ברית עולם. cf. Abbott-Smith, "ancient "; Thayer, "ancient ". See LSJ also. BDB עולם "ancient ". See also HALOT. עולם even has the sense of "old" or "aeonian". The English phrase "old covenant" has been overloaded with antinomian theological connotation. Based on the proper title: ברית עולם we can pick a synonym that is in the range of meaning for both παλαιας and עולם.

is it taken away : i.e. the veil. When one opens their eyes to the hints of Messiah in the Torah and Prophets then the veil is removed. When one truly seeks YHWH and deals with the word honestly, the veil is removed, and Messiah becomes visible everywhere in the text.

disappearing : This is another remez רמז. The son's of Israel should not gaze at the ministry of condemnation. Rather they should accept Messiah's payment of the penalty. The way Paul emphasizes "disappearing" is the hint. Ordinarily, this observation of fading would just be a historical fact. However, with the renewal of the covenant, the ministry of condemnation is to be put to less use. When all Israel is saved, it will be put to no use.

justice : δικαιοσυνη. צדקה. or righteousness in this case. BDAG, 3rd edition, def. 1. Messiah satisfies God's justice—the penalty of the Torah, so that we might become righteous in the day of His appearing. The ministry of condemnation is the norm for the unfaithful, and as much glory as that may give God to be just, the exception to the norm is divine justice satisfied by Messiah Yeshua resulting in payment of the penalty and the Torah written on our hearts at the end of days, which is with much greater glory. So justice is also viewed as moral uprightness here by Paul also.

when : אם. The Greek word ει means both "if" and "when" like the Hebrew word אם.

fading away : Paul gives a remez here רמז. He means to hint that as the renewed covenant becomes a reality the need for the ministration of death will fade away. The curses will not come to rest on Israel. They will simply be in the book as a reminder" (torahtimes.org, DLC).
