justice: BDAG, def. no. 1. This word refers to God's righteous actions in the application of justice.
norm: Paul typically omits the article when he means the normal Greek concept of nomos. He adds it back in when he wants to mean the Torah, or some particular part of the Torah. Normal justice requires the death of the sinner, but God's justice in Messiah for the repentant sinner provides a legally exceptional justice apart from the norm." (DLC: torahtimes.org)
